RFQ, RFP, EOI and ITT: A Practical Procurement Glossary
Procurement labels vary between organisations. The safest interpretation comes from the document's purpose, instructions and evaluation method rather than the acronym in its title.
The strategic question
An EOI often explores capability, an RFQ often compares defined prices, an RFP often compares solutions and an ITT often runs a formal competition against a structured requirement—but the actual document controls.
Expression of Interest
An EOI may identify capable organisations or inform a shortlist. Respond with relevant capability and the exact evidence requested; do not prematurely write a full technical proposal unless asked.
Request for Quotation
An RFQ often suits a clearer specification. Accuracy, completeness, delivery and compliance matter alongside the price. It is not automatically informal.
Request for Proposal
An RFP often asks suppliers to propose a method or solution. Buyers may compare approach, team, evidence, risk and price.
Invitation to Tender
An ITT commonly contains formal instructions, specifications, schedules, forms and contract conditions. Compliance control is central, but technical quality can still be evaluated.
Practical operating checklist
- Identify the decision the buyer is making.
- Read the evaluation method.
- Follow the response structure.
- Do not infer requirements from the label.
- Verify amendments and submission route.
The BidScope perspective
BidScope should normalise labels for search while preserving the original procurement type and source wording for accuracy.
Questions decision-makers should ask
What evidence would change our decision?
Name the missing fact, document or commercial assumption before committing resources. A disciplined team separates what it knows from what it merely hopes is true.
Who owns the next action?
Every qualified opportunity needs one accountable owner, a dated next action and an internal deadline earlier than the buyer's deadline. Without those controls, an opportunity is only a bookmark.
