How to Write a Technical Proposal That Evaluators Can Score
A technical proposal is not a brochure. It is a reasoned case that the proposed team understands the requirement, can control delivery and has evidence proportionate to the promise.
The strategic question
Write from the evaluation criteria outward. Every major claim should answer a criterion, explain the method and point to credible evidence.
Begin with the buyer's outcome
Translate the scope into results, constraints and stakeholders. Show understanding without repeating pages of the tender. Identify what successful delivery must change or protect.
Make the method executable
Break delivery into phases, activities, outputs, decision points and controls. State who does what and when. A method gains credibility when another professional could operate it.
Integrate team and experience
Place people and examples where they support the method. Explain relevance, role and outcome; do not paste unrelated CVs or project lists and expect evaluators to make the connection.
Design for assessment
Mirror criterion names, use informative headings and keep evidence close to claims. Respect page limits. Clear navigation is not decoration—it reduces evaluation friction.
Practical operating checklist
- Map sections to scored criteria.
- Describe outputs and controls, not slogans.
- Use relevant, authorised evidence.
- Align work plan, team and price.
- Perform an evaluator-style review.
The BidScope perspective
BidScope's proposal tools should help organise evidence and critique gaps while keeping final claims under human ownership.
Questions decision-makers should ask
What evidence would change our decision?
Name the missing fact, document or commercial assumption before committing resources. A disciplined team separates what it knows from what it merely hopes is true.
Who owns the next action?
Every qualified opportunity needs one accountable owner, a dated next action and an internal deadline earlier than the buyer's deadline. Without those controls, an opportunity is only a bookmark.
