Winning Construction Tenders in Ghana: A Readiness Framework
Construction bids combine technical method, quantities, programme, statutory capability, site conditions and cash exposure. A strong price without delivery realism is not a strong bid.
The strategic question
Qualification begins with the firm's actual class, experience and available capacity. The bid then needs one integrated model connecting drawings, quantities, method, programme, resources and price.
Interrogate scope and site
Review drawings, specifications, bills, access, utilities, interfaces and available site information. Attend authorised site visits and document assumptions that affect method or quantity.
Prove capacity honestly
Confirm required registrations, personnel, plant, similar work and current commitments. Availability matters: equipment or staff already committed elsewhere may not represent real capacity.
Integrate programme and methodology
Sequence mobilisation, procurement, construction, quality inspections and handover. Link resources and productivity assumptions to the programme and priced quantities.
Model cash and contract risk
Consider payment timing, retention, securities, price exposure, subcontract terms and delay risk. A profitable estimate can still fail under an impossible cash profile.
Practical operating checklist
- Confirm classification and eligibility.
- Reconcile drawings, specifications and quantities.
- Validate staff and equipment availability.
- Link method, programme and price.
- Model cash flow and securities.
The BidScope perspective
BidScope should help contractors find relevant work and expose missing evidence, while official documents and professional estimates control the bid.
Questions decision-makers should ask
What evidence would change our decision?
Name the missing fact, document or commercial assumption before committing resources. A disciplined team separates what it knows from what it merely hopes is true.
Who owns the next action?
Every qualified opportunity needs one accountable owner, a dated next action and an internal deadline earlier than the buyer's deadline. Without those controls, an opportunity is only a bookmark.
