How to Qualify ICT and Digital Transformation Tenders
ICT tenders often describe technology and organisational change in the same scope. A supplier can meet the product specification and still underestimate migration, adoption, integration or support.
The strategic question
Qualification should test solution fit and delivery environment together: requirements, existing systems, data, security, users, governance, rollout and lifecycle support.
Separate product from implementation
Map licences, infrastructure and equipment separately from configuration, integration, migration, training and change. Clarify who owns dependencies and acceptance.
Treat security and data as design inputs
Identify hosting, access, privacy, backup, audit, residency and incident requirements. Avoid promising certifications or controls that the proposed service does not possess.
Plan interoperability and acceptance
Define interfaces, environments, testing, data quality, performance and acceptance evidence. A demonstration is not the same as production readiness.
Price the lifecycle
Include deployment, support, renewals, upgrades, connectivity, third-party dependencies and exit obligations as required. Make assumptions visible and permitted.
Practical operating checklist
- Map functional and non-functional requirements.
- Confirm integration and data dependencies.
- Evidence security claims.
- Define testing and acceptance.
- Price implementation and lifecycle support.
The BidScope perspective
BidScope's technology analysis should distinguish confirmed source requirements from recommended due-diligence questions.
Questions decision-makers should ask
What evidence would change our decision?
Name the missing fact, document or commercial assumption before committing resources. A disciplined team separates what it knows from what it merely hopes is true.
Who owns the next action?
Every qualified opportunity needs one accountable owner, a dated next action and an internal deadline earlier than the buyer's deadline. Without those controls, an opportunity is only a bookmark.
